The customer should make sure the property is ready to except the service before requesting a turn-on.  Before your service is connected, make sure all faucets are turned off and sink/tub stoppers are open to prevent accidental flooding.  The City is not responsible for water damage when the customer has requested service.  Each property should have its own water shut-off valve.
