Below, you will find contact information for local Arbor and Tree Removal services in the City of Mulvane.

The brush pit is located at the west edge of the city east of the river on 146th Ave. N. and 1/4 mile south by the wastewater treatment plant. Only tree brush is allowed at the brush pit. No leaves, paper products or construction items are allowed. This is only for Mulvane citizens residing in the city limits and paying Mulvane city taxes.

The brush pit is the property of the City of Mulvane and only city residents are allowed to dump brush in the brush pit. This constitutes citizens living in the City of Mulvane and paying city taxes. This does not include Mulvane residents living outside of the city limits and paying Mulvane School taxes.

During the months of September through May the Public Works department will pick up limbs at the curb. If a storm occurs the Public Works department will pick up limbs for about 2 weeks after the storm and thereafter each citizen will need to call the city office to have tree limbs picked up at (316) 777-1143.

Tree limb pick up requirements:

  • Piles need to be parallel to curb or edge of road.
  • Piles need to be no longer than 16ft and within reach of the road. 
  • Piles should not be on top of any utility lids or boxes.  If you don't have a clear place to put limbs, call (316) 777-1143 to make arrangements. 
  • If Piles are not within these guidelines they will not be picked up.


During May to September the Public Works department maintains and slurries the city streets and does not pick up tree limbs unless a storm occurs.

If a citizen is able to haul their tree limbs out to the brush pit they must come to the city office or call (316) 777-1143 and sign in to use the Brush Pit prior to going out to the brush pit and the city staff will call a Public Works Department Personnel to unlock the gate. The city office will record the citizen's name, address of where the tree were trimmed at and phone number. The brush pit is open weekly from 8:00 a.m. - 3:00 p.m. after signing the book.

The brush pit is open on Saturdays from 9:00 a.m. - 1:00 p.m. without a brush pit permit for the citizens convenience.

The brush pit is open to Arborists/Tree Trimmers that are licensed in the City of Mulvane that are trimming trees in Mulvane only for Mulvane residents paying city taxes. They must come to the City of Mulvane or call (316) 777-1143 to sign in prior to using the brush pit. If you are having trees trimmed in the City of Mulvane please ask your tree trimmer for their City of Mulvane license.

The Municipal Court runs several types of dockets each court session.

Arraignment/Appearance Docket.  This begins with your appearance before the Court and is a reading of the charges and taking of a plea.  The Judge will call your name and at that time you are given the opportunity to enter your plea.  Should you plead not guilty, the judge will set the matter for trial.  At time of arraignment, a defendant can also request to speak with the City Prosecutor about the charges against him/her.  If a defendant pleads guilty, then the judge will pass sentence or refer the matter for a presentence investigation.  This is dependent upon the charges.

Pre Trial Docket.  This docket is designed for defendants who are requesting additional time in which to make a plea, or is a continuance set by the prosecutor or defense attorney to give additional time to investigate and/or negotiate the charges.

Diversion Docket.  This docket is set for defendants who have applied for diversion on charges such as a DUI, minor in possession of alcohol, or other types of misdemeanor charges.  The City Prosecutor determines acceptance into the diversion program.  Mulvane Municipal Court does not do diversions on traffic infractions.

Non-Jury Trial Docket.  Each defendant, by right of the U.S. Constitution, is entitled to a trial.  This is a trial to the court, not a jury.  The City and the defendant present a case according to the rules of evidence.  Based upon the evidence and the law, the Judge will then determine if a defendant is guilty or not guilty.  

Pay or Appear Docket.  This docket is set for defendants who have requested additional time to pay their fines.  A date is set for the defendant to have either paid the fines in full or appear before the Court and answer why the fines have not been paid.  If a defendant has paid the fine in full on or before the scheduled court date, then appearance is not required.  However, if the payment is not paid prior to Court, then the defendant must appear before the court to request additional time to pay.  If the defendant fails to appear, either a letter will be sent assessing additional fees, or a warrant will be issued.

Review Docket.  This docket is set by the Judge to monitor certain cases and a defendant's progress with probation.

Show Cause/Probation Violation Docket.  This docket is set for defendants who have not complied with the terms of their probation and must report to the court as to the violation charges.

The Mulvane Municipal Court meets on the the 1st and 3rd Tuesday of each month beginning at 1:30pm. Trials are held on the 4th Tuesday of each month at 1:30 p.m. The Municipal Court is located within the Mulvane City Hall building at 211 North 2nd, Mulvane, Kansas 67110. Phone 316-777-9515; Fax 316-777-4081. The Court Clerk is available during court sessions, as well as during the week Monday through Friday, 8:00am to 5:00pm.

The Court requests that when defendants appear in court that they sit quietly and without disruption until they are called to the bench. Please be respectful during court sessions. Make sure cell phones and other media are turned off. Food and drinks are not permitted during court sessions.
 
Defendants are required to appear before the court on all misdemeanor charges and some traffic infraction charges unless otherwise noted on the back of the citation received from the police officer. Tickets such as speeding, failure to yield, disregard stop sign, minor in possession of tobacco, etc., can be paid to the Municipal Court Clerk on or before the scheduled court appearance date. If payment is made prior to court, then an appearance is not required.
 
When you receive a traffic ticket or notice to appear for a serious or misdemeanor offense (i.e. drive while driver's license is suspended revoked or in violation of restrictions, no driver's license in possession, no proof of insurance, DUI, any alcohol/drug related and all battery charges), your appearance is required. Failure to appear will result in a warrant being issued for your arrest as well as notification of possible suspension of your driver's license depending upon your charge.

Crack sealing is the most cost effective preventive maintenance available, and should be used promptly once cracks begin to appear.

It is much wiser to seal the crack and add longevity to the street verses being concerned with the appearance of the crack sealant.

Motorists do not generally notice these cracks while driving until they become indentations as the crack becomes larger and larger, eventually disrupting the base.

The City of Mulvane supplies the electric, water and sewer within city limits.

New Customers moving in the city of Mulvane may fill out the Utility Customer Card below to set up their utilities. One working day is required prior to turning on utilities. Deposits are required on the electric and water services only.

Each defendant has a right to be represented by an attorney in all phases of his/her court proceedings.  A defendant may retain an attorney of his/her choosing, or if determined to be indigent, have the court appoint an attorney to represent him/her.  The court is not obligated to appoint an attorney to represent a defendant on a charge that carries no potential jail time

A defendant must further complete an Affidavit of Indigence sworn before the court as to his/her financial situation.  Based on this information, the Judge will then determine if a defendant is eligible for a court-appointed attorney. Court-Appointed attorneys are not free attorneys.  They are appointed by the Court to represent defendants at a reduced rate. The amount charged is dependent upon the charges filed against the defendant.  
 
If convicted, the defendant will be ordered to repay the city for his/her court-appointed attorney fees.

What is a diversion?

Should a defendant receive an alcohol or drug related offense, or battery charge, he/she may be eligible to apply for diversion. A diversion is a deferred type sentence; wherein if a defendant completes the conditions of his diversion sentence, then the case is considered dismissed.
 
Please note that on all DUI offenses, you are only eligible for diversion on a first (lifetime) offense. Once a defendant applies for a diversion, he is required to obtain a drug & alcohol evaluation. The results of this evaluation will determine whether a defendant is eligible for the diversion program. Chris Davis with South Central Kansas Court Services in Wichita, Kansas conducts the drug & alcohol evaluations for the Mulvane Municipal Court.

If your driver's license has been suspended because of failure to appear in court or failure to pay fines and costs in the Mulvane Municipal Court, please contact the Court Clerk, by phone or in person and she will be able to assist you with this type of suspension.  If your license is suspended, you will incur an additional fee referred to as a reinstatement fee of $59.00 per charge/violation, and a $22.00 state surcharge per charge/violation, for a total of $81.00.  This reinstatement fee must be paid in full before the Clerk can request the Kansas Department of Motor Vehicle to restore your license.

If your driver's license is suspended for any reason other than failure to appear or unpaid fines and costs, then you must contact the Division of Motor Vehicles.

The center was started in September of 1978 by a group of concerned Mulvane citizens. The director was required to attend class in Wichita for the Red Cross. The committee talked to the Red Cross and obtained a grant to fix up the center. It had originally been part of the Civil Defense in Mulvane. Tables were donated and the center was started.

Originally, there were 31 members. The center has had only 2 previous directors, Lois Kemp and Jeri Myers, whom have since retired. The current Director for the Mulvane Senior Citizen Center is Kaylie Mistretta. She has a lot of enthusiasm and she is busy keeping the center operating while inviting more seniors to come join in the fun and camaraderie.

The customer's sewer charge is based on the average water consumption for the months of December, January, & February. Once the sewer average is established, the customer will pay that amount all year.  

It is important to fix any known leaks before the City begins the averaging process.  Any increase in water usage during these three months will affect your sewer charge for the year.

Rates for residential sewer are:  $21.00 customer charge plus $5.25 for every 1000 gallons of water used in your average.

New customers will pay $42.00 per month until they have established their own average.  This is based on the city average of 4,000 gallons of water.

The Public Works department will be responsible for maintaining the roads during inclement weather. It is under the discretion of the Public Works Director and the City Administrator to act accordingly when snow or ice occur as to how they determine how the streets must be treated. Certain guidelines apply during snow removal and ice control.

Snow & Ice Removal Guidelines

A) In the event of a wet snow with temperatures of 25 to 32 degrees:

  1. Normally, no ice control sand is applied in this type of snow, the sand penetrates the wet snow serving no purpose for skid control.
  2. If temperatures begin to fall drastically with a wet snow or ice glazing after the snow begins, then ice control sand may be applied effectively for skid control.
  3. Snow removal or plowing is not done until 5 to 6 inches have accumulated on the streets.

B) In the event of a cold dry snow that sticks to the pavement and is not appearing to melt with temperatures ranging from 0 to 25 degrees: 

  1. This type of snow is fairly easy to drive on, although, ice control sand can be applied effectively for skid control once the snow becomes hard packed and glazes.
  2. This type of snow can also blow and drift, if this occurs plowing can be done once the drifts make traveling hazardous on the snow emergency route that goes through town. 

The police will notify the Public Works Director if streets get hazardous during the night for them to treat streets as it becomes necessary. Street crews are on call 24/7 during inclement weather conditions.

The Mulvane Municipal Court assesses $75.00 court costs for each case filed, except parking violations.  Other fees assessed by the Court are administrative fees resulting from failure to comply, warrant fees, court appointed attorney fees, and reinstatement fees.

Disconnection of service for non-payment

All delinquent utility charges, administrative fees, additional deposits, & 
reconnect fees must be paid in full before reconnection of service.

Why so tough? Not tough, just consistent.  For years, good customers who paid their bill on time had to subsidize the bad habits of those who continually abused more lenient payment policies through higher rates.  Today, we strictly and uniformly administer our policies because to do otherwise would be unfair to good customers who voluntarily do the right thing.

Methods of payment:  In person, drive-up window, 24 hour drop box located on the north side of the city building, automatic bank draft, debit/credit card, online, or by mail. ( Please include your payment stub for proper credit.)  A convenience fee will be added when paying with a debit/credit card.

The postal service is reliable, but not perfect and you alone are accountable for your bill.  If you think you've missed your bill in the mail, call us immediately and we will help you.  Your payment is processed on the day we receive it, not the day it is postmarked or the day you paid it online through your bank.

Direct debit from your checking/savings account is free.  Sign up and never worry about a late payment again. Payment is automatically withdrawn from your bank account on the due date. To sign up complete the ACH Payment Authorization Form and return it to the City office.

Should a defendant request his/her case to be heard by trial, the following procedures may be helpful in understanding the court procedure of a trial.

Step One:  All those who expect to testify for the prosecution are sworn in.

Step Two:  The prosecution has the burden to show that you are guilty as charged.  To do this the prosecutor will bring forward witnesses who will testify to what they observed.  The witnesses may be police officers, civilians, or both.

Step Three:  After each of the City's witnesses has answered the prosecutor's questions, you will be given the opportunity to question the witness.  You may present your side of the case later.

Step Four:  When the City finishes:

       (a) You may remain silent.  Your silence will not be an admission of guilt.  
            You are not required to prove your innocence.

       (b) You may put on witnesses to testify on your behalf.

       (c) You may testify under oath and be questioned as any other witness.

       (d) You may make an argument if you wish.

Step Five:  The judge will make a decision of Guilty or Not Guilty based on the facts presented and the law of the case.

The customer should make sure the property is ready to except the service before requesting a turn-on.  Before your service is connected, make sure all faucets are turned off and sink/tub stoppers are open to prevent accidental flooding.  The City is not responsible for water damage when the customer has requested service.  Each property should have its own water shut-off valve.

Mulvane Police Department will fingerprint subjects upon request Monday through Friday 8:00 AM to 4:00 PM. The 1st and 3rd Saturday of the Month from 8:00 AM to Noon.

Required proof of identity K.S.A.45-220 (c) will be presented to the attending Communication Operator.

 

Two KBI standard application cards will be supplied.

Kansas Standard Offence Report (KSOR)

A citizen involved in a criminal case may request a copy of their criminal case report however, they can ONLY receive page 1 of the KSOR.

The fee for page 1 KSOR is $10.00 cash, check, or card (addition processing fee for Cards).

A citizen may also request to view the full paper content of the case by setting an appointment with the Custodian of Records Supervisor.  No notes, photos, videos of the case content will be copied at any time.

If an Attorney is retained, the attorney representing the subject my request on letter head a full copy of the case.  This may include case copy, booking videos, WatchGuard videos, surveillance videos.  Once the letter of request is received, Records custodian will call the Attorney with the appropriate amount due.   

If the Subject chooses to represent themselves, they will enter their appearance on the Case with the Municipal Court Clerk. Then the Court Clerk will advise records custodian.  The custodian will call the subject with the appropriate amount due for full case content.
